Jim Talbott, Executive Director
Jim started at SMOOTH in 2000 to manage the newly developed CTSA
Division, serving special needs populations and to address social service
transportation issues. Jim was promoted to Executive Director in 2005 by
SMOOTH's Board. Jim earned a Bachelor's Degree in Business Management
from the University of Puget Sound, Tacoma, Washington, and possesses
over 25 years of management experience.
Fil Simas, Operations Manager
Fil started at SMOOTH in 2005. A career business manager with experience
in retail operations and sales as well as many years in transportation, he was
brought into the organization for the purpose of managing daily operations.
From the Central Valley, Fil has also lived and worked in Washington State.
He oversees the organization through follow-up of the Administrative Staff,
the Route Specialist, Dispatchers, and Drivers. Fil also manages and assures
the required compliance of SMOOTH's DOT Drug and Alcohol Program. Fil
is responsible for the productivity of the company, performance compliance,
fleet maintenance, client services, contract services, facilities maintenance,
regulatory compliance, and public relations.
Jennifer Cheek-Payan, Office Manager
Jennifer started with SMOOTH in 2002 as the Administrative Assistant
for Jim Talbott and the CTSA. As SMOOTH grew, Jennifer was promoted
to Office Manager. She is responsible for Human Resource Administration
and oversees Office Administration as well as Dispatching. Jennifer has over
14 years of Office and Clerical experience. She earned her A.S. in Computer
Science from Santa Rosa Junior College, and a B.A. in Business Management
from Saint Mary's College of California, Moraga, California.
Jeffrey (Jeff) Klopp, Route Specialist / Driver Trainer
Jeff has been with SMOOTH since 2001. Prior to this Jeff was employed
with the United Parcel Service and with a N.A.S.A. Contractor Company.
Jeff's position is unique in that he routinely interacts with both drivers and
Management & Dispatch. When a new policy or driver concern presents itself
he interfaces between the two. He is responsible for training drivers on their
contracted service assignments by monitoring the various routes for safety,
efficiency, and company procedures. He updates the left / right directions
for all routes, manages the scheduling of driver hours along with the Office
Manager and the Operations Manager, and trains new drivers. Certified by
Transportation Safety Institute as a Driver Trainer, Jeff has eight years of
experience in Classroom settings as well as Behind the Wheel.
